President and Chief Executive Officer
Henry N. Tuttle brings more than 30 years of transformative leadership experience to his role as Chief Executive Officer of Health Center Partners of Southern California. Prior to joining HCP in 2014, he served as CEO of Manet Community Health Center, Quincy, MA, during which time operating revenues increased by 39%, the employee base grew by 60% and the organization enrolled over 15,000 residents into health insurance coverage. Previously, Henry served as CEO for Outer Cape Health Services, Cape Cod, MA, and held leadership positions at Pacific Gas and Electric Company in San Francisco and Children’s Hospital Los Angeles. He earned a bachelor's in English from Boston College and is a graduate of the UCLA Anderson School Health Care Executive Program. Henry serves on various boards and committees including San Diego Health Connect Board of Directors, the Health Services Advisory Board for San Diego County and the Healthy San Diego Joint Consumer & Professional Advisory Committee. In addition, he is a member of the National Association of Community Health Centers and serves on the health policy and legislative committees as well as the Health Center Controlled Network Task Force.
NICOLE HOWARD, MPH

Nicole A. Howard, MPH, is Chief Advancement Officer for Health Center Partners of Southern California and serves as Executive Vice President for its subsidiary, Health Quality Partners of Southern California. Part of the Health Center Partners of Southern California family since 2007, she previously served as Director of Programs and Fund Development and has been managing public health programs since 1991. Prior to joining Health Center Partners of Southern California, Nicole held posts in academia, medical research and primary care administration. She has been on faculty at University of Phoenix, San Diego, and San Diego State University, and Program Manager at Rady Children's Hospital, San Diego.She holds a master's in public health from San Diego State University, with an emphasis in health promotion. Fluent in Spanish, she earned a bachelor's in history & Chicano studies from the University of California, San Diego, and studied at the Universidad Nacional Autónoma de México.
HQP TeamJennifer Covin, MPH | Director of Programs Jennifer, in collaboration with our team of Program Managers, oversees many of our grant sponsored programs and services aimed at meeting the needs of patients in our HCP member organizations. She has 25+ years of experience managing public health programs aimed at preventing the leading causes of disease and managing chronic health issues.
Lauren Abrams, MSW, MPH | Program Manager Lauren began working at Health Center Partners in 2009, and has been involved on a wide variety of programs since that time. Her first projects focused on childhood asthma and breast health diagnostics. In 2010 Lauren became the Project Coordinator for the county-wide Oral Health Initiative. After living abroad for a year, Lauren returned to HCP in July 2013 to manage the Covered California Outreach & Education program. She is currently responsible for the Covered California Navigator grant and a Centers for Medicare and Medicaid program that assists families enrolling children into Medi-Cal.
Marty Adelman, MA, CPRP | Behavioral Health Program Manager Marty is the Behavioral Health Program Manager and for the past nine years he has participated in a number of activities and grants promoting Behavioral Health-Primary Care Integration at the Community Health Centers and across the primary care, specialty mental health and SUD treatment systems. Marty has been working in the San Diego County’s public mental health system for the past 25 years where he has served as a clinician, program director and administrator, in both inpatient and outpatient programs. Marty received his Master’s Degree in Clinical Psychology from the California School of Professional Psychology in 1989 and is a Certified Psychosocial Rehabilitation Practitioner.
Lisa Beckett | Claims Processor Lisa studied accounting and secretarial work for 3 years at Grossmont College. Lisa has worked for our organization since January 1992 on a variety of programs. She currently works on the MHSA program as a Claims Processor. She enrolls uninsured/underinsured clients for Behavioral Health Services and pays the claims associated with those services. Lisa also works on the Oral Health Initiative program as a Claims Processor paying claims for dental services provided to uninsured children ages 5 and under and uninsured pregnant/post partum women.
Mary Ann Bundang, MPH | Program Manager Mary Ann has been a Program Manager for the Oral Health Initiative since 2011. Mary Ann graduated from San Diego State University with a degree in Psychology. She worked as a social worker for 3 years and worked with individuals with mental illness and elderly populations. She received a Master of Public Health with an emphasis in Health Management and Policy from San Diego State University.
Lynne Farrell, BSN, MA |Quality Improvement Manager Lynne has supported the disease management grant initiatives for our organization since 1999. She is responsible for implementing standardized quality improvement programs and assisting health centers in developing interventions to improve performance against benchmarks. She works closely with the health center physicians, committees, and quality improvement teams to implement change and improve health outcomes and operational efficiencies for community health center patients. She has a diverse health care background that includes extensive managed care experience, hospital level of care and discharge planning, Federal accrediting requirements and nursing education. She holds a Masters Degree in Health Care Administration and a Bachelors of Science in Nursing, and is a Certified Professional in Healthcare Quality.
Shannon Okimoto, MSW, MPH | Project Coordinator: Shannon is a Project Coordinator who is currently working on the Covered California Navigator, CHIPRA, and Behavioral Health Integration initiatives. She earned her Masters of Public Health with an emphasis in Health Management and Policy, and Masters of Social Work with an emphasis in Social Work Administration from San Diego State University. Previously, she worked in Community Health Promotion and Health Care Policy at the County of San Diego and has also held several social work positions in hospitals and long term care facilities.
Jenica Robles, MPH | Project Coordinator Jenica is a Project Coordinator and is currently working with the Behavioral Health Program Manager on the Integrated Behavioral Health project. She has over 3 years of experience as a Health Educator working on tobacco prevention and youth reproductive health education programs. Jenica earned her Masters in Public Health, with an emphasis in Global Health from Loma Linda University. She has worked on health programs in Cambodia, Peru and Honduras.
Victoria (Vicki) Scheid-Young, MA | Grant Writer Vicki works collaboratively with HCP/HQP staff and health center staff to respond to requests for proposals from public and private sources that support its mission and the missions of its member health centers. Vicki holds a Masters Degree in Geography from Cal State Fullerton and a Bachelors Degree in Print Journalism from USC. She has 13+ years of grant writing experience and has worked for HCP/HQP since 2011.
Laura Stanley, PhD | Program Evaluator Laura is an experienced program evaluator with expertise in conducting community-based public health research among diverse populations. As our Program Evaluator, she employs quantitative and qualitative methods to evaluate grant funded programs managed by Health Quality Partners in order to improve outcomes, increase patient engagement, and determine programmatic value at multiple levels. Dr. Stanley earned her Ph.D. and M.A. in cultural anthropology from U.C. San Diego, and a B.A. in Social Ecology from U.C. Irvine.
Jill Webber, MPH | Program Manager Jill is responsible for overseeing the expansion of the ALL HEART program into community health centers throughout Southern California. She also leads the breast health diagnostics and emergency preparedness programs. She joined Health Quality Partners in February, 2011 after working for organizations such as Scripps Health and Rady Children’s Hospital in San Diego and the Association of Public Health Laboratories in Washington, DC. She received her Master’s degree in Public Health with an emphasis in health administration and her Bachelor’s degree in Community Health Education from San Diego State University.
Terry Wilcox, CPHIT, CPEHR | Director of HIT / Privacy & Security Officer Terry joined Health Quality Partners in 2003. She has 30+ years of IT experience which includes project management, system implementation, application support, and data warehouse and decision support solutions. Since joining HQP, she has been instrumental in supporting both the network and member health centers in their data analysis and quality improvement activities. She provides technical assistance to eligible providers at member health centers in meeting meaningful use requirements for the Medi-Cal EHR Incentive Program. She is the Privacy & Security Officer for HCP and ensures that the necessary and appropriate HIPAA related policies are in place to safeguard the integrity, confidentiality, and availability of electronic protected health information. Terry played a key role in connecting community health centers to San Diego Health Connect, the regional HIE in San Diego. Terry has a BS in Information Systems from San Diego State University.
